Real-time overlay removed

The unstable floating communication overlay was removed so admin and player pages cannot be blocked or slowed.

bug fix

The base layout no longer renders the stuck overlay panel and the JavaScript controller has been removed.

The updater removes the obsolete overlay tables while keeping the normal portal message center intact.
