Static sitemap refresh
The bundled sitemap.xml has been regenerated so Apache can serve current public URLs even when the dynamic PHP sitemap route is bypassed by the real file.

If robots.txt is accidentally removed in a future upload, the portal now has a safe public route that still returns valid crawler instructions.
